PMEGP negative list and conditional eligibility matrix
| Category | What the official guidance says | Practical screening advice |
|---|---|---|
| Meat-related businesses | The revised guidelines exclude industries or businesses connected with slaughtered meat, including processing, canning or serving it as food, and production or sale of specified intoxicant or tobacco products. The guidelines separately state that serving or selling non-vegetarian food at hotels and dhabas is allowed. | Do not assume a butcher shop, slaughtering unit or meat-processing unit is eligible. A regular hotel or dhaba serving non-vegetarian food is a distinct case under the stated exception. Confirm the exact activity and local licences. |
| Tobacco and intoxicants | Specified activities include production or sale of beedi, pan, cigar and cigarette products, preparation or production of tobacco as raw material, toddy tapping for sale, and hotels, dhabas or sales outlets serving liquor. | Do not try to rename the same prohibited activity. Ask the implementing agency if a mixed business has any restricted component before preparing the DPR. |
| Crop cultivation and plantations | Cultivation or plantation activities such as tea, coffee and rubber, along with specified sericulture, horticulture, floriculture and animal-husbandry activities, are covered by the negative-list provisions. The guidelines allow value addition under the named sectors and certain off-farm or farm-linked activities. | A standalone cultivation proposal is different from a processing enterprise. Flour milling, spice processing, dal processing, grading or other genuine value addition may be considered if the activity fits the current rules and all other conditions. |
| Animal husbandry | The revised guidelines contain a general restriction and also specify permitted exceptions, including dairy and other listed activities. Eligibility depends on the exact activity and the applicable clause or circular | Do not assume every poultry, fishery, piggery or livestock project is automatically eligible or automatically prohibited. Check the latest official animal-husbandry criteria and obtain written confirmation for the exact project. |
| Plastic carry bags and environmentally harmful products | The revised 2023 guidelines refer to manufacture of polythene carry bags below 75 microns and manufacture of carry bags or containers made from recycled plastic for food storage, carrying, dispensing or packaging, as well as other items causing environmental problems. The thickness rule is governed by applicable Ministry of Environment, Forest and Climate Change notifications and amendments. | Do not rely on an older 20-micron or 120-micron statement. Check the current plastic waste management rules and product-specific restrictions. A different material is not automatically eligible merely because it is marketed as eco-friendly. |
| Retail and trading | Pure trading is not a universal, unrestricted PMEGP category. The guidelines permit specified sales outlets in the North Eastern Region, Left Wing Extremism affected districts and Andaman and Nicobar Islands; certain Khadi, Village Industry, PMEGP-unit and SFURTI products may be sold through qualifying outlets across India; and retail outlets backed by manufacturing, processing or service facilities may be permitted. | A general grocery, clothing or resale shop should not be described as automatically eligible. Identify the precise permitted route, product type, location and whether the outlet is backed by a qualifying manufacturing, processing or service facility. |
| Transport | The revised guidelines allow specified transport activities, including purchase of cab, van, boat, motorboat or shikara for transporting tourists or the general public, subject to the scheme's transport-project ceiling and stated regional exceptions. | Transport is not a blanket exclusion. Confirm the proposed vehicle use, location, current scheme cap, and any permits. Do not assume every delivery van, passenger vehicle or logistics model will qualify. |
| Activities prohibited by local authorities | Activities prohibited by local government or competent authorities for environmental or socio-economic reasons are not allowed. | Check land use, municipal permissions, pollution-control requirements and any sector-specific licence before preparing the application. |
| Existing or previously subsidised units | Eligibility rules separately restrict existing units and certain units that have already | Check land use, municipal permissions, pollution-control requirements and any sector-specific licence before preparing the application. |
| received government subsidy under specified schemes. This is not simply an activity-based negative-list issue, but it can make an applicant or project ineligible. | government assistance accurately. Ask the implementing agency how the current rule applies to the applicant's facts. |
Important accuracy note
This article is based on the revised PMEGP scheme guidelines dated 7 December 2023 and official PMEGP portal information available during drafting. Scheme circulars and applicable laws can change. Treat the live portal and the implementing agency's written guidance as the final check before submitting a project.
The phrase “legal workaround” is avoided in this article. Applicants should not disguise a prohibited activity. A genuinely different, permitted business model may be considered only when its actual operations, costs, licences and documents match the applicable rules.
What is the PMEGP negative list?
The PMEGP negative list identifies activities that cannot be financed as new micro-enterprises under the scheme. It sits alongside the scheme's general eligibility conditions and any restrictions imposed by local authorities. An activity can be outside the negative list and still fail eligibility, project viability, documentation or bank appraisal.
Do not rely on an old blog, a forwarded PDF or a consultant's informal promise. Read the latest revised guidelines, check the official portal, and ask the relevant implementing agency to confirm a borderline activity in writing.
Can a retail shop get a PMEGP loan?
Sometimes, but not every retail shop qualifies. The revised guidelines identify limited routes for trading activities. These include certain locations, qualifying outlets selling specified Khadi or Village Industry products and products made by PMEGP units or SFURTI clusters, and retail outlets supported by manufacturing, processing or service facilities.
Before applying, document the proposed product range, source of goods, location, any linked production or service activity and the project cost. Do not add a token machine or a nominal service just to make a resale business appear to be manufacturing. The actual business model must match the documents and the applicable rules.
Is a transport business eligible for PMEGP?
Some transport projects may be eligible. The revised guidelines mention vehicles and boats used to transport tourists or the general public, subject to a ceiling on the share of projects financed through transport activities. The guidelines also identify regional exceptions to that ceiling.
Eligibility is fact-specific. Describe who will use the vehicle, the service area, expected trips, pricing, operating costs, permits, insurance and realistic demand. Confirm the current ceiling and local requirements with the implementing agency before buying a vehicle or committing funds.
Does agro-processing qualify?
The guidelines distinguish cultivation from value addition. A project that simply grows a crop is not the same as a unit that processes, grades, packs or converts eligible agricultural output into a marketable product. The guidelines expressly allow value addition under specified crop, plantation and related sectors, subject to other scheme requirements.
Potential examples to discuss with the implementing agency include flour milling, spice grinding, dal processing, oil extraction, sorting and grading, or food processing. These are examples for screening, not automatic approvals. Food safety, pollution control, local permissions, project viability and the precise activity classification still matter.
A cold storage or cold-chain proposal should also be checked against the current activity classification and project conditions. Do not treat it as a guaranteed substitute for an excluded activity.
How to screen your business before applying
- Write the real business activity in one sentence. Avoid vague labels such as trading, processing or services when the actual operations are more specific.
- List each product or service, the production steps, equipment, raw materials, customers and revenue source.
- Compare the activity with the latest PMEGP negative-list clauses and any specific permitted exceptions.
- Check whether the project is in a restricted location or needs a licence, consent, registration or other permission.
- Confirm trading, transport and animal-husbandry conditions with the implementing agency, especially if the project depends on an exception.
- Prepare a DPR that reflects the real business model, credible costs, capacity, employment, market demand and repayment assumptions.
- Save the relevant official guideline, your written clarification and the final submitted application for your records.
Common mistakes that can waste time
- Using a negative-list PDF from an old scheme version without checking amendments.
- Assuming all retail is banned, or assuming all retail is permitted.
- Assuming all transport is banned, or that any vehicle purchase automatically qualifies.
- Calling a cultivation project processing without actual value addition.
- Assuming a business is eligible because a similar business received assistance in another district or year.
- Treating subsidy eligibility as guaranteed before the project has been assessed.
- Changing the wording of a prohibited activity instead of proposing a genuinely different permitted business.

Frequently asked questions
What is the PMEGP negative list of activities?
It is the list of activities that cannot be financed under PMEGP, together with restrictions and exceptions described in the current scheme guidelines. It should be read alongside general eligibility rules and local legal requirements.
Is standalone farming eligible for PMEGP?
Crop cultivation and certain plantation activities are restricted. The guidelines allow specified value-addition and farm-linked activities, subject to the exact activity and other conditions.
Can a retail shop get a PMEGP loan?
Some trading models may be permitted under specified conditions, including certain locations, qualifying product outlets and retail outlets backed by manufacturing, processing or service facilities. A general resale shop is not automatically eligible.
Is a transport business eligible for PMEGP?
Certain transport activities, such as eligible vehicles or boats for tourists or the general public, may be permitted subject to scheme ceilings, regional exceptions and other requirements.
Can I apply for a flour mill or spice-processing unit?
A genuine processing unit may fit the value-addition route, but approval is not automatic. Confirm the exact activity classification and prepare a realistic project report with required licences and costs.
Are all dairy and animal-husbandry businesses prohibited?
No blanket conclusion should be drawn. The revised guidelines contain specified permitted activities and exceptions. Check the latest detailed criteria for the exact business.
Are non-vegetarian restaurants banned under PMEGP?
The revised guidelines state that serving or selling non-vegetarian food at hotels and dhabas is allowed. This does not remove other licensing, eligibility or project requirements.
What is the plastic carry-bag thickness rule under PMEGP?
The revised 2023 PMEGP guidelines refer to polythene carry bags below 75 microns, with thickness governed by the applicable plastic waste management rules and amendments. Verify the current legal requirements before applying.
Can I restructure a prohibited business to get PMEGP support?
Do not disguise a prohibited activity. A genuinely different activity may be considered only if its real operations meet the scheme rules. Seek written guidance before spending money.
Does being outside the negative list guarantee a PMEGP loan?
No. The applicant and project must meet all applicable scheme conditions, and the financing bank makes its own credit decision.
