CGTMSE Loan Scheme Eligibility 2026: Collateral-Free Credit, Guarantee Cover and Fees

The topic brief refers to loans up to ₹5 crore. That was the earlier ceiling. CGTMSE's Credit Guarantee Scheme for banks increased the maximum guarantee coverage ceiling to ₹10 crore from 1 April 2025 for eligible facilities through public sector banks, private sector banks, foreign banks and select financial institutions. Other lender categories can have lower limits. This article explains the ₹5 crore bands in detail while reflecting the current ceiling. CGTMSE does not directly lend money, pay a subsidy to an entrepreneur or guarantee that a bank will approve an application. It provides credit guarantee cover to eligible member lending institutions for eligible credit facilities. The lender remains responsible for appraisal and sanction.

Specified microfinance institutionsGenerally up to ₹50 lakhCoverage depends on the institution's approved participation and scheme conditions.

The guarantee ceiling is not an entitlement to borrow that amount. The lender determines a suitable sanction based on the business and its repayment capacity.

Guarantee coverage: how much does CGTMSE cover?

Guarantee coverage is the share of an eligible amount in default that CGTMSE may cover for the lender under the scheme. It is not a grant paid to the business, and it does not mean that the borrower only has to repay the uncovered percentage.

These are high-level summaries of the official coverage framework. The applicable percentage and maximum guarantee amount depend on the facility size, category, location, guarantee approval date and the current scheme document. Ask the lending institution to identify the exact row that applies to your application.

CGTMSE annual guarantee fee: current standard rates

For guarantees approved or renewed on or after 1 April 2025, the published standard annual guarantee fee rates are listed below. The standard rate is applied to the guaranteed amount for the first year and to the outstanding amount for subsequent years. The final fee may differ because lender-level risk discounts or premiums and eligible category concessions can apply.

Credit amount slabStandard AGF rate per yearIllustrative fee on ₹ amount at the standard rate
Up to ₹10 lakh0.37%₹1,000,000 × 0.37% = ₹3,700
Above ₹10 lakh to ₹50 lakh0.55%₹5,000,000 × 0.55% = ₹27,500
Above ₹50 lakh to ₹1 crore0.60%₹10,000,000 × 0.60% = ₹60,000
Above ₹1 crore to ₹2 crore0.60%₹20,000,000 × 0.85% = ₹170,000
Above ₹2 crore to ₹5 crore1.00%₹50,000,000 × 1.00% = ₹500,000
Above ₹5 crore to ₹8 crore1.10%₹80,000,000 × 1.10% = ₹880,000
Above ₹8 crore to ₹10 crore1.20%₹100,000,000 × 1.20% = ₹1,200,000

Important: these examples multiply the stated slab amount by the published rate to illustrate the arithmetic only. Actual CGTMSE fee is calculated under the official scheme method, on the guarantee amount for the first year and on outstanding covered exposure for later years. Do not use this simple table as an invoice or exact fee quotation.

What is CGTMSE?

CGTMSE stands for Credit Guarantee Fund Trust for Micro and Small Enterprises. It was set up by the Government of India and SIDBI to encourage eligible lending to micro and small enterprises. Under the scheme, a member lending institution can obtain guarantee cover for a qualifying credit facility. The guarantee reduces part of the lender's credit risk, but it does not remove the borrower's obligation to repay the loan.

The scheme can cover eligible term loans and working capital facilities. Depending on the lender and product, the facility may be covered without collateral or through a hybrid model in which collateral is taken for part of the loan and the eligible unsecured portion is covered under CGTMSE.

CGTMSE loan scheme eligibility

  • Business category: the borrower must qualify as an eligible micro or small enterprise under the applicable MSME definition and current scheme rules.
  • Business activity: eligible manufacturing and service activities may be covered. Retail and wholesale trade have also been made eligible under the current scheme, subject to the scheme terms.
  • New or existing business: both new and existing eligible MSEs can be considered, subject to lender appraisal and scheme conditions.
  • Eligible lender: the loan must be sanctioned by a member lending institution that is authorised to participate in the relevant CGTMSE scheme.
  • Credit facility: the facility must meet the current scheme's amount, security, documentation and other requirements.
  • Business viability: the bank assesses project viability, repayment capacity, promoter background, cash flow, credit history and other lending factors.
  • PAN and documentation: the borrower must provide the information and documents required by the lender and applicable law, including PAN where required

Fee concessions for women entrepreneurs and other categories

The current scheme document provides a 10% concession in the annual guarantee fee for specified groups, including women entrepreneurs, SC/ST entrepreneurs, persons with disabilities, Agniveer-promoted MSEs and transgender entrepreneurs. It also lists specified geographic concessions, including eligible units in the North Eastern Region and other identified areas, and a concession for ZED-certified MSEs.

A maximum discount of 30% may apply when an MSE qualifies under all three concession groupings described in the scheme document: social category, geographic category and MSE status. The exact concession depends on the conditions and evidence. The lender's risk premium or discount also affects the fee calculation.

The lending institution decides whether the annual guarantee fee is passed on to the borrower or borne by the lender. Ask the bank to show the applicable fee rate, concession and calculation in writing.

A simple CGTMSE annual guarantee fee calculator method

To estimate the fee, do not simply multiply the total loan by a headline percentage. First ask the lender for the applicable guarantee amount and the rate after lender-level risk adjustment and any eligible concession.

  • Identify the credit facility amount and the amount the lender proposes to cover under CGTMSE.
  • Check the standard fee slab in the current official fee table.
  • Confirm the lender's applicable risk discount or risk premium.
  • Check whether the enterprise qualifies for a 10% concession or multiple concessions under the scheme.
  • For the first year, apply the final rate to the guarantee amount as prescribed by the scheme.
  • For later years, confirm the outstanding amount used for the annual fee calculation and ask for the bank's written calculation.
  • Worked illustration only: if an applicable covered amount were ₹40 lakh and the applicable standard fee rate were 0.55%, the simple rate calculation would be ₹22,000 before any applicable risk adjustment, concession, tax or other charge. The actual fee base and final amount must be confirmed with the lender under CGTMSE's rules.

Is CGTMSE really collateral-free?

The standard scheme supports eligible credit facilities without collateral security and third-party guarantees. However, the bank can still take primary security over assets created from the loan or assets directly associated with the business, as allowed by the scheme. Primary security is different from collateral security.

CGTMSE also offers a hybrid or partial collateral security model. Under this arrangement, the lender may take collateral for part of the credit facility and seek CGTMSE cover for the eligible unsecured portion, within the overall ceiling and scheme conditions.

What if the bank asks for collateral under CGTMSE?

  • Ask whether the proposal is being considered under the standard collateral-free model or the hybrid security model.
  • Request a written explanation identifying the security being requested and whether it is primary security or collateral security.
  • Ask the bank to confirm whether the proposed facility is being considered for CGTMSE cover and what portion, if any, will be covered.
  • Check that the lender is a participating member lending institution and that your enterprise and facility fit the current scheme.
  • If the request remains unclear, contact the bank's MSME or credit grievance channel and refer to the relevant CGTMSE scheme provisions. Do not assume that every request for security is automatically unlawful.
  • Do not pay an agent who claims to be able to guarantee CGTMSE approval. CGTMSE states that it deals with member lending institutions and does not appoint agents to arrange loans.

Documents commonly requested by banks

  • The final checklist varies by lender, loan amount, business structure and activity. Banks may ask for:
  • PAN, identity and address documents of the applicant and relevant promoters.
  • Udyam Registration and business constitution documents, where applicable.
  • Business plan or detailed project report with cost estimates and projected cash flow.
  • Machinery, equipment, inventory or service-related quotations.
  • Bank statements, financial statements, income tax returns and GST records where applicable.
  • Details of existing loans, credit facilities and repayment history.
  • Business address, ownership or lease documents and required licences or registrations.
  • Promoter contribution evidence and details of the proposed primary security.
  • Category or location documents if a concession is claimed.
  • This is a general preparation list, not a universal statutory checklist. Follow the lender's current document request.

Common misunderstandings about CGTMSE

  • CGTMSE gives loans directly to entrepreneurs. It does not. The lender sanctions the credit.
  • CGTMSE means the bank cannot reject the application. The bank still assesses and decides.
  • Collateral-free means no security of any kind. Primary security can still apply, and a hybrid model can include collateral for part of the facility.
  • The government guarantee pays off the borrower's loan. It protects the lender to the extent set by scheme rules and does not remove the borrower's repayment liability.
  • Every woman-owned business automatically gets 90% coverage and the lowest fee. Eligibility, documentation, facility details and scheme conditions still apply.
  • The guarantee fee is always paid by the borrower. The lender decides whether to pass the cost on or bear it.
